Evelyn M. Schiffler Memorial Park Renovation

DEA collaborated with Tualatin Hills Park & Recreation District (THPRD) to redevelop Evelyn Schiffler Memorial Park, one of the oldest parks in the district. The 10-acre site is rich in local history and has a dedicated following of patrons who are committed to the park’s status as a community amenity.

DEA led a programming and master planning effort that evaluated the existing conditions and uses, and then collaborated with stakeholders in a visioning process to determine what the park could become through deliberate redevelopment efforts. DEA worked with THPRD staff, the City of Beaverton, jurisdictional permitting agencies, a public task force, and the general public through a variety of outreach programs and meetings to build consensus about the challenges associated with redesigning existing amenities and introducing new programmatic elements into the limited park space. Additionally, the existing low-grade wetland was delineated and woven into the design enhancements to create an educational amenity.

The redeveloped park offers new pathways, a boardwalk, wetland viewing platforms, restroom facilities, two picnic shelters, lighting, a structured play area, a creative natural play area, a memorial garden, flexible multi-use sports fields, a skate spot, a basketball court, a community garden, an outdoor performance area, and quiet, contemplative areas.

DEA’s services included landscape architecture, site civil engineering, architecture, structural engineering, natural resources management, environmental permitting, surveying, traffic engineering, land use planning, water resource engineering, and construction management. DEA also provided land use conditional use permitting and environmental design and permitting, which were key components to the redevelopment.
