DEA provided preliminary engineering, final engineering, and surveying services for this $900 million project in downtown Phoenix. It covers three city blocks and included 800,000 square feet of office space, 1,200 residential units, 150 hotel rooms, 100,000 square feet of public plazas, and 170,000 square feet of retail space. The project is located between Central Avenue, 2nd Street, Washington Street, and Jefferson Street. Cityscape created an urban core in downtown Phoenix that provided both daytime and night-time activities for residents and visitors.

DEA designed civil elements to revitalize Patriots Square Park. Large portions of the park were demolished, and the space has been redeveloped. Patriots Square Park is a 2.5-acre mixed-use park containing open space, an outdoor performing arts stage, and food concessions. The park also serves as a decorative cover for an underground public parking structure.
