David Evans and Associates, Inc. (DEA) has appointed John Smith, PE, LEED AP, as the new Land Development Business Leader.
John is an experienced land development professional with over 30 years of experience. He has a proven track record of success in managing complex projects, leading teams, and delivering results for clients. John succeeds Jeff Cox, who is retiring after 33 years of recognized contributions to the organization and the industry.
John’s journey with DEA began 25 years ago when he joined as an engineer-in-training in the Tacoma, Washington office. Prior to his recent promotion, John held the roles of Puget Sound Land Development Market Leader, Puget Sound Regional Leader, and Office Leader for the DEA’s Everett, Washington office.

Throughout his career at DEA, John has dedicated himself to serving a diverse clientele, including residential, commercial, industrial, and institutional developers across the Puget Sound region. His leadership has been instrumental in delivering a wide range of services, including entitlements, planning, civil engineering, landscape architecture, and preliminary and final design for numerous development projects.
A proud alumnus of Washington State University with a bachelor’s degree in civil engineering, John remains an active member of several professional organizations, including the American Society of Civil Engineers (ASCE), the US Green Building Council (USGBC), and the American Public Works Association (APWA).
