Federal Transit Administration Project Management Oversight

Since 2004, DEA has served as an extension of FTA staff providing project management oversight (PMO) services on federally funded transit projects in the implementation phase. The firm’s initial assignments included oversight of the Fulton Center, South Ferry Station in Lower Manhattan, and the Reconstruction of Highway 9A (estimated to cost a total of $1.5 billion). These stations and highway were being reconstructed because of damage sustained during attacks on September 11, 2001, at the World Trade Center. PMO services include review of the activities of the implementing transit agency, designers, and contractors to ensure that they have sufficient technical capacity to implement the projects, as well as monitoring of NEPA compliance, budget, schedule, and quality management compliance. DEA also performs risk assessment activities for the FTA in association with these projects. DEA is in its third contract with the FTA and is presently providing PMO services in California in addition to Lower Manhattan.
