Elkhorn Valley Wind Generation (110 MW)

Union County, OR

The Elkhorn Valley Wind Project is located in Union County, Oregon, near the town of Union. It is a 110 MW wind project consisting of 65 Vestas V82 wind turbines, an operations and maintenance (O&M) building, a substation, and two overhead 34.5kV MV transmission lines that each have a canyon crossing span over a Union Pacific Railroad line. The project included the reconstruction of two Union Pacific Railroad at-grade crossings for the delivery of turbine components and the reconstruction of two Union County bridges due to load restrictions.

DEA was the engineer of record and provided the engineering program management and construction quality assurance (QA) for Horizon Wind Energy. The services provided for this project included:

  • Project site layout and micrositing
  • ALTA survey/aerial survey/mapping
  • Design of highway access and Oregon Department of Transportation permitting
  • Design of 19 miles of roads and 65 wind turbine generator sites
  • Laydown, O&M, and substation site design
  • County road design and bridge design (2 bridges)
  • U.S. Army Corps of Engineers support and NPDES permitting (SWPPP)
  • Environmental mitigation site design
  • 34.5 kV MV collection system and SCADA design overhead transmission (collection) (2)
  • 34.5 kV overhead aerial canyon crossing design (2)
  • Transformer specifications and grounding design
  • Contractor submittal review
  • Construction QA inspection
  • Geotechnical inspection
  • Post-construction ALTA and boundary partition
