FTA Project Management Oversight

The Federal Transit Administration (FTA) selected DEA to serve as an extension of staff to provide project management oversight (PMO) services on federally funded transit projects and programmatic services to FTA headquarters. DEA is currently providing services under the second of two consecutive five-year contracts, each of which includes a variety of different high-value assignments. PMO services include review of the activities of the implementing transit agency, designers, and contractors to ensure that they have sufficient technical capacity to implement the projects and to monitor budget, schedule, and quality management compliance. DEA also performs Risk Assessment activities for the FTA in association with these projects. As part of its PMO role, DEA also provides programmatic services to FTA Headquarters. In this capacity, DEA has completed studies and recommended improvements to FTA’s Construction Oversight practices; studied the causes of cost overruns on several active New Start projects throughout the U.S.; and provided input for a new policy granting limited relief to grantees whose projects experience Extraordinary Cost Growth. To date DEA has provided PMO services for:
- Five projects in Lower Manhattan, New York: the Fulton Street Transit Center, the South Ferry Terminal Station, Reconstruction of Route 9A, the permanent PATH terminal at the World Trade Center, and the World Trade Center Vehicle Security Center, which were being reconstructed due to damage sustained during the September 11, 2001, terrorist attacks at the World Trade Center (WTC).
- Over $5 billion in transit station improvements being implemented by the Port Authority of New York and New Jersey (PANYNJ) and the Metropolitan Transportation Authority/New York City Transit (MTA) as part of the Lower Manhattan Recovery effort at and near the WTC site.
- “Programmatic” task orders for FTA Headquarters providing comprehensive oversight for projects and technical support to FTA Headquarters. This work is high-level internal and external review of recent FTA-funded projects or internal policy and, as such, is very sensitive in nature.
- Urgent response for the Hurricane Sandy Relief effort.
