North Central Business District

Sacramento’s North Central business district was the subject of an extensive land use and transportation planning process conducted in the early 1990s, yet it remained largely isolated and inaccessible. Redevelopment had not occurred due to relatively high costs and uncertainty about circulation improvements needed to support the city’s vision for the area.

DEA conducted a feasibility study to develop access improvements to support the redevelopment of the Union Pacific Railyards and the Richards Boulevard redevelopment planning areas located north of downtown Sacramento.

Services DEA provided included: traffic forecasting, intersection design, roadway design, structure APS, cost estimating, alternatives analysis, project phasing, stage construction/traffic handling, and Caltrans coordination.
