Alternatives
NORTH OF TV HIGHWAY SECTION
Each alternative north of TV Highway consists of two southbound lanes from 49th Avenue to TV Highway, a continuous center turn lane, and two northbound lanes at TV Highway that merge together into a single northbound lane prior to Drake Avenue. These lane configuration improvements meet the 2025 design year. Curb-tight sidewalks are shown, rather than sidewalks separated from the curb by a planter strip, due to the number of residential driveways with garages in relatively close proximity to the edge of the existing pavement.
Centerline Alternative:
The centerline alternative considers widening equidistant on both sides of the
existing right-of-way centerline on Brookwood Avenue between TV Highway and
Frewing.
6-Foot Westerly Shift Alternative:
The 6-foot westerly shift alternative considers improvements that widen about
a new right-of-way centerline that is shifted 6-feet to the west. This alternative
emerged after reviewing the available distance between the back of sidewalk
and the garage doors for parking vehicles on residential properties located
on the eastern side of Brookwood Avenue. The driveway impacts for the properties
on the eastern side of the road can be minimized with a centerline shift
to the west. A 6-foot shift was determined to be the most effective in eliminating
driveway impacts on the eastern side without creating additional impacts
on the western side. Additionally, this alternative matches the existing
constructed curb line north of Drake Road.
TV HIGHWAY AND SOUTH OF TV HIGHWAY SECTION
In the TV Highway and South of TV Highway Section, two alternatives were advanced for public consideration. For the traffic control treatment at the intersection of the new roadway link with Witch Hazel Road / 247th Avenue, either a traffic signal or a roundabout intersection is being considered. The lane configuration for northbound lanes at TV Highway, in combination with the Signal or Roundabout creates the two alternatives.
It should be noted that there are no differences in the alternatives below in regards to lane configuration improvements on TV Highway.
Traffic Signal Alternative with NB Right
Turn:
This alternative utilizes a signal as the traffic control solution at the intersection of the new roadway link with Witch Hazel Road / 247th Avenue. As with the alternatives above, center left-turn lanes are provided on the 247th Avenue and Witch Hazel approaches.
The intersection of the new roadway link with TV Highway consists of one northbound to westbound left turn lane, two northbound through lanes, and one northbound to eastbound right turn lane. Due to railroad safety standards, this right turn lane is controlled by the traffic signal, and is not allowed to turn right on red. This traffic movement is allowed during northbound green time, as well as overlapped with westbound to southbound left turns from TV Highway onto the new roadway link.
Roundabout Alternative with Dual Northbound
(NB) Right Turns:
This alternative utilizes a roundabout as the traffic control solution at the intersection of the new roadway link with Witch Hazel Road / 247th Avenue. As with the alternatives above, two southbound lanes from TV Highway enter the roundabout, merging in the roundabout. A mountable apron is provided to accommodate side-by-side errant merging vehicles, as well as allow large trucks (WB-67) to maneuver the roundabout. The 247th Avenue and Witch Hazel approaches to the roundabout are single-lane approaches.
The intersection of the new roadway link with TV Highway consists of one northbound to westbound left turn lane, two northbound through lanes, and two northbound to eastbound right turn lanes. Due to railroad safety standards, these right turn lanes are controlled by the traffic signal, and are not allowed to turn right on red. Right turns are allowed during northbound green time, as well as overlapped with westbound to southbound left turns from TV Highway onto the new roadway link.
Two-way traffic will be maintained on Witch Hazel Road to accommodate existing property access from the roundabout, and treated visually as a driveway access. For Witch Hazel Road from 247th Avenue to the railroad right-of-way, the paved and curbed improvement area will be approximately the same as the existing roadway, but modified in shape to supply a turn-around in the right-of-way. No sidewalks will be constructed on either side of the road.
Selection of a Preferred Alternative
A preferred alternative will be selected after consideration of Public Comments at the first Open House, and will be posted on this website.
